Sofia Energy Agency SOFENA is a not-for-profit organization established in 2002 under EU Programme SAVE II. The main objectives of SOFENA are to support Sofia municipality in defining sustainable energy and environmental policy. The Agency has implemented a number of national and international projects in the area of energy efficiency, RES and environmental protection.

Sofia Municipality participate in REBECEE project through Sofia Energy Agency - SOFENA as an observer city. During the first period of the project several discussions have been conducted between experts and decision-makers where the project ideas were presented and discussed. As a result from the debates, the idea to continue as a follow-up project the activities of SOFENA under another IEE project – BELIEF has arisen. One of the aims of BELIEF project is to develop a local plan for sustainable energy development for a district of Sofia – Zona B5. The plan should include concrete steps and a short list of projects and possibilities for their financing for four public buildings in Zona B5.

In last months SOFENA, together with expert from the municipal enterprice „Sofproekt – City Masterplan“, developed a plan for the future work on REBECEE project as a follow-up project of BELIEF, namely – to develope a concept for an energy efficiency and renewable energy sourses exhibition in renovated public buildings in the district of Zona B5.

An action plan was approved for the implementation of 7 projects for improvement of living conditions of the public buildings involved, use of geothermal and solar energy, improvement of the green system, and construction of a center for energy management initially for the public buildings in the district and later for all municipally owned buildings in Sofia (approx. 400). The center will fulfill also functions for promotion and dissemination of new energy efficient technologies and RES. The design was made by students from the University on Architecture, Construction and Geodesy on a competition base for the forum.

Beside the Zona B5 project, two other already realized projects are chosen to demonstrate ready solutions:
the new office and storage building of REHAO Bulgaria (with modern
construction, insulation, heat pump) and
results from a project of for refurbishment of a block of flats - in the
district of Izgrev
– Sofia (financed by UNDP and Bulgarian Ministry for
Regional Development).

In the future a workshop on REBECEE aims will be organised in cooperation with the Union of Architects in Bulgaria, Universities, other unions and private companies and a an exchange visit in one of the REBECEE partner cities Ljubljana ist planned.
